Woman in decision making
The association “Woman Forum Elbasan” (WFE) with the financial support of the Kvinna till Kvinna Foundation/Sweden is implementing (01 January 2012 – 31 December 2013) the project entitled: “Increasing the gender quota and broad electoral participation in the central elections of the year 2013 in Elbasan District”.
The purpose of the project:
Achieving gender equality in the Albanian parliament!
Objectives:
- Increase women’s participation in the 2013 central elections.
- Wide participation of the community, especially young people, in the 2013 election process.
The results of the project will be achieved through these activities:
- Representatives from across the political spectrum show an understanding of the importance of gender representation in a democratic society.
Activities during the project
1.1. Training of two coalitions of political parties in Elbasan district. 20 key people in the party will be included in this training, such as: decision makers, heads of parties, forums, secretaries, etc. The training will be one day and the content/agenda will consist of: basic concepts of Gender Equality, the Law on Gender Equality, the National Strategy of Gender Equality, the Electoral Code, group work for determining the criteria of a successful candidate, etc.
1.2. Training of 20 people from both coalitions of political parties at the regional level. The same agenda as in Elbasan will be followed for training in other districts of Elbasan District.
The community will raise awareness on the right to vote and the implementation of gender indicators in an electoral process.
23 awareness meetings with men and women will be organized in: Elbasan, Cërrik and Belësh municipalities, as well as in the municipalities of: Shushicë, Shirgjan, Gostime, Bradashesh, Papër and Pajovë. Librazhd and Prrenjas Municipality, Librazhd Center, Qukës and Rrajcë Municipalities. Peqin Municipality and Pajovë Municipality. The purpose of these meetings will be to discuss the current problems that prevent women from being part of politics and how we can improve the situation by suggesting solutions. About 50 men and women will participate in each meeting.

23 awareness meetings at the regional level will be organized only with women to support women candidates in the upcoming elections. The purpose of these meetings will be to discuss why women do not support and vote for women candidates and how we can improve the situation by suggesting solutions. About 20 women will participate in each meeting.
100 Awareness meetings with students of all secondary schools at the regional level. Awarenes meetings will be organized with graduating students in each high school of Elbasan District, before the election process. Girls and boys voting for the first time will receive information about the right to vote and the role of women in this process. For this activity, he will sign an agreement with the Directorate of Education in Elbasan, which will allow us to enter schools and meet with students who will vote for the first time. About 25 students will participate in each meeting.
Increasing the capacities of women who are part of decision-making and can be potential candidates in the central elections of 2013.
Training of 20 potential women who want to run for the upcoming elections. These candidates will be from both political spectrums, left and right or “Alliance for the citizen” and “Alliance for the future”. For the selection of these candidates, the help of two political forces will be required, specifically the Socialist Party and the Democratic Party. The training will be two days and will consist of: the ways of organizing an electoral campaign, successful political women in Albania and abroad, the basic concepts of gender equality, the Law on Gender Equality, the National Strategy of Gender Equality, the Electoral Code, group work to identify the criteria necessary to be a successful candidate, etc
Additional activities
The post-election situation will be monitored for the sustainability of the project. We will see the impact of sensitization meetings and trainings with women in politics. An improvement of the situation is expected, as potential women from the Socialist Party and the Democratic Party will participate in trainings, discuss/debate with each other and can create support groups for more women in decision-making.
