Emergency Shelter

The Emergency Shelter was born as a need to assist and support abused women, who denounce their abusers, are at risk and seek to be provided with a Protection Order (Immediate Protection Order or Protection Order) or a Preliminary Immediate Protection Order.

The existence and operation of this center has been part of the work strategy of the WFE staff, due to the sad situations presented by women and girls. There were times when we found women/girls and their children on the stairs of the Woman Forum Elbasan offices waiting for the staff of the Woman Forum Elbasan to come to work. This showed us that the two existing services of WFE, the Counseling Center and the Advocacy Studio, were not sufficient.

This Center is now a reality thanks to the financial support from the European Union with the contribution of Kvinna till Kvinna, in the period 2012-2016, within the project titled: “Addressing the Needs of Women, Victims of Domestic Violence in the Elbasan District.” Since 2012 until today this center continues to function thanks to the contribution given by various donors such as the Swedish Government, UN organizations, Elbasan Municipality and Cerrik Municipality.

Provides immediate shelter

Shelter from 3-7 hours to 2-3 days, waiting to be issued with an Immediate Protection Order and up to 15 days until issuing a Protection Order

Consultation & Counseling

Continuation of psycho-social counseling, counseling and medical consultation. And most importantly legal consultation and advices.

Accommodation and food

During their stay at the center, women and children were offered normal accommodation, living, food, clothing and sleeping conditions depending on the case;

Long-term shelter

With the provision of the woman with a PO, the transfer to another shelter with a longer term or return to the family of origin is made. The Court decides on this.

Requirements for survivors of domestic violence

Women/girls who have denounced violence and request to be granted a Protection Order (Immediate Protection Order or Protection Order);
Women/girls and their children under 18 years of age, at the time of reporting the violence to the local Coordinator or the Police Station

This Emergency Shelter is for all seven Municipalities of Elbasan District, but the shelter accommodates cases from cities outside Elbasan District when there is room, as the current capacity of the Shelter is not for more than two families.
